The North Carolina Department of Labor’s Mine and Quarry Bureau will conduct a Part 48 Instructor Fundamentals Institute on April 10 – 12, 2018 at Foothills Higher Education Center, 2128 South Sterling Street, Morganton, NC 28655.
The institute consists of classroom instruction on the requirements of the Part 48 Subpart B training standards, Part 48 Subpart B training plan development and use, instructor fundamentals, lesson plan development, and student presentations. The Institute is approved by MSHA, and graduates of the institute may become Approved MSHA Instructors to teach the training requirements under Part 48 Subpart B – Training and Retraining of Miners Working at Surface Mines and Surface Areas of Underground Mines. There is no fee for the school, which includes handout materials, student notebook, and MSHA publications. Part 46 operations are welcome to attend the institute to allow their instructors to become approved Part 48 instructors and/or enhance their instructor skills, but please note that the emphasis of the school is to cover the training requirements of Part 48. PLEASE NOTE: Applicants for approval as instructors in the Southeast District will:
a. Have one year of experience in surface mining
b. Hold a current surface or underground miner’s certification of training (5000-23).
c. Satisfactorily complete an MSHA approved Train The Trainer course (that would be this seminar).
d. Provide written evidence of teaching skills, mining experience and training experience in the subject matter courses or programs they intend to teach.

If you are based outside of the MSHA Southeast District office, you are still welcome to attend this class but I encourage you to contact your MSHA District office and ask about their qualifications to become an approved MSHA instructor.
