30 CFR 56.15002 states that workers shall wear safety belts and lines where there is a danger of falling, and a second person, similarily equipped shall be in attendance whenever, bins, etc., are entered. However, safety belts are no longer the accepted gear for fall arrest. The minimum requirements for a fall arrect system these days should include a full body harness and a suitable safety line attached to an adequate anchor point.
